For 17 years, VNA directly fostered hundreds of students in youth empowerment, leadership, and civic engagement through their Youth Leadership & Civic Engagement (YLCE) program. In July 2013, the YLCE program was transitioned to Asian Americans for Community Involvement (AACI) under the stewardship of their Advocacy department, and became the Leaders in Education, Advocacy, and Democracy (LEAD) program.

In addition to the local LEAD program, VNA expanded nationwide and funded 32 internship programs that serve youths and young adults who are a part of underrepresented groups with the focus of civic engagement, public policy, and leadership training. Current programs are in California, Texas, Florida, New York, and Washington.
